History Of OVHC

In May 2005, a group of concerned individuals formed a committee and decided to open a health center that would benefit the medically uninsured or our county. Less than a year later, on March 13, 2006, we opened our doors to those from our county who were struggling without health care or any medical insurance. Within a short time we also joined the Ohio Association of Free Clinics to assist us in serving our clientele. We are a 501c3 organization providing health care services to medically uninsured individuals, supported financially through private donations, gifts and grants.

Volunteer Medical Director – Dr. Charn Nandra (director@ovhealthcenter.org)
Dr. Charn Nandra has been a volunteer medical provider since 2006 when the doors of Jefferson County Fourth Street Health Center opened. He became the Medical Director in 2014 and continues to see patients regularly at Ohio Valley Health Center.
He has been a local cardiologist or over 40 years. He specializes in Cardiovascular Disease and Internal Medicine. Dr. Nandra has offices in Steubenville and East Liverpool and he cares for patients at Trinity Health System-Steubenville, Weirton Medical Center-Weirton, East Liverpool City Hospital.
Dr Nandra places much emphasis on the personal and compassionate aspect of medical care. His basic philosophy is “if I won’t do it to my mom and dad, I won’t do it to you.”

Executive Director - Ann Quillen, LPN (aquillen@ovhealthcenter.org)
Ann Quillen has returned as the Executive Director of the OVHC after faithfully serving previously in the same role from 2008-2015. During her previous tenure leading the Jefferson Co. 4th St. Health Center, new programs, patients served, prescriptions filled, and providers participating increased significantly. Her dedicated efforts were recognized within the community and by the state Association of Free Clinics. Ann has called the Ohio Valley home for over 26 years and has always had a passion for community health/nursing. In her 33 years as a nurse, she has served in a variety of different roles to make a positive difference in the lives of others - always treating everyone with dignity and respect.
Besides excelling in community nursing roles, Ann has been married for 36 years to her husband, Rev. Dr. Clint Quillen, is a dedicated mother to three grown sons and their wives, and cherishes her role as a beloved “Mimi” to five grandchildren under the age of three.

Pharmacy Assistant – Juliett Hamilton (julietth@ovhealthcenter.org)
Juliett began working for OVHC in 2011 as a Medical Assistant (MA) and now serves as the Pharmacy Assistant, where she oversees all aspects of the in-house pharmacy. Additionally, Juliett oversees the work of Pharmacy Students as they volunteer at OVHC for their college programs. She enjoys reading and working on mission projects with her church.
